White Pine's Staff and Consultant Team


White Pine Consulting Service works with a cadre of consultants from across the State to address the training and technical assistance needs of organizations and agencies on an individual, regional, and statewide basis. Each consultant has extensive experience working with collaborative systems of care in Wisconsin; several consultants also have experience on a national level.

Lori Martin. Lori brings hands-on experience in coordinating and supporting the development, expansion, and sustainability of collaborative systems of care in Wisconsin. After receiving her BA in psychology from Ripon College, she worked as a youth trainer/counselor at a residential treatment center for children and adolescents. She began with Waushara County’s Integrated Services Project in 1998 as a service coordinator and meeting facilitator for family wraparound teams, and became the project’s Director in 2002. Since then, Lori has supported several Counties and Tribes across the state in their development and expansion of collaborative systems of care.See more

Lori is Co-Director of White Pine Consulting Service. She and her team support counties and tribes in the development and expansion of collaborative systems of care for children and adults with multiple needs and their families. White Pine also provides training and consultation in the areas of the Coordinated Services Teams (CST), Comprehensive Community Services (CCS), team development, conflict management, leadership, and strategic planning. Lori is the developer of the statewide Collaborative Systems of Care website, www.wicollaborative.org.

Lori also coordinates a six-county Regional CCS program, supporting the vision to “improve health outcomes in Central Wisconsin by expanding access to behavioral health services”. In this role, she supports the Regional CCS Coordinating Committee and efforts related to training, quality improvement, and data management; and is the developer of the Central Wisconsin Health Partnership website: www.cwhpartnership.org.

Lori has served on the State’s Children Come First Advisory Board, and as Secretary of the Sunny Day Child Care and Preschool Board of Directors.

Philip W. Robinson, LCSW. Phil is committed to improving the lives of children and families. He brings his experience as a psychotherapist and human services administrator to the task of developing collaborative systems of care, linking private sector services to federal, state, and county governments, to help restore the lives of people within their communities.

Since 1999, Phil has served central Wisconsin through private community-based mental health agencies as well as administrative roles among counties, both as the Clinical Services Manager in Adams County HHSD and Deputy Director of Green Lake County DHHS. In these roles he helped establish and chair the Central WI Health Partnership (CWHP), a progressive forum composed of leadership of human services, public health, and the federally qualified health center across six counties. Phil has served in leadership roles on the Behavioral Health Policy Advisory Committee for the WI Counties Human Services Association, and contributes ongoing to the State of WI Mental Health Council and Office of Children’s Mental Health Collective Impact. He enjoys convening groups that aim to clarify and improve our continuum of behavioral health services. His philosophy and approach to program integration can be found in the document: Autonomy and Recovery in Community; a Framework for the Integration of Community Mental Health Services.

As Co-Director for White Pine Consulting Service and Director of Behavioral Health Integration for Family Health / LaClinica, FQHC, Phil is excited to support the expansion of collaborative systems of care for the benefit of all people and communities across Wisconsin. He specializes in the development of team- based interventions; Coordinated Services Teams, Comprehensive Community Services, and Medication Assisted Treatment. Phil holds a Master’s Degree in Clinical Social Work, a Master’s in Psychology & Religion, and Bachelor’s studies in Psychology and Art. His best teachers are people with lived experience and his children.

Jessica Beauchamp, LSCS. Jessica Beauchamp has 10+ years of experience in the human services field. She earned her graduate degree from Michigan State University. Areas of knowledge includes case management, administration, management, counseling, and program development. Jes worked for county agencies for many years and in 2016 opened her own private mental health practice in Marinette, WI.See more

At the county agencies she provided crisis intervention services and worked closely with the court system and Chapters 51 and 55. She also managed Comprehensive Community Support (CCS), Community Support Teams (CST), and Children’s Long Term Services (CLTS) programs.

In private practice Jes specializes in perinatal mood disorders, substance abuse/addiction, sex offender treatment, couples counseling, and mood disorders. Jes offers unique services in that a majority of the treatment takes place in the community, nature, or the client home. She also contracts and consults with local practitioners and several agencies around the state of WI.

Jes has presented to a variety of audiences on topics including: assessing and managing suicide risk, crisis planning, State of WI codes, AODA, and documentation/note writing.

Sara Shaver, LMFT. Sara is a Licensed Marriage and Family Therapist, practicing for over 22 years. Sara first worked as an in-home family therapist in rural Wisconsin. It was at that job in 1996 she was first introduced to the wraparound process. Using a wraparound process “just makes sense” and she incorporates that way of thinking in her therapy work and working in various programs.See more

Through White Pine Consulting, Sara has worked with numerous counties in the state helping them initiate, maintain or strengthen their Coordinated Services Team (CST) / Comprehensive Community Services (CCS) projects. In 2010 she became a co-founder of Compass Counseling, a private mental health clinic that serves people of all ages. Sara specializes in grief, trauma and couples work. She is active on her clients’ CCS teams. Currently she serves on the CST/CCS Coordinating Committee for Columbia County.

She is often found juggling her various roles in community committees, teaching faith formation, singing in the church choir, chairing Music Boosters, and being a core-team member for the local chapter of Sleep in Heavenly Peace. All of this becomes second to her most prized role - working with her husband in raising their three teenagers.
